Twelve terms these guidelines actually use. Defined the way the documents use them, each with the document behind it where one exists.

Cost norm

A fixed rupee ceiling the guideline prints for a component, such as ₹30 lakh for a mushroom production unit. The subsidy rate applies to the lower of this figure and your actual project cost, so a norm does not rise because your farm costs more. The schemes themselves warn against reading a cost norm as a price estimate.

Pattern of assistance

The rate and mechanism a guideline states for a given item, printed as its own table column: the percentage, whether it is credit linked, and whether it differs by applicant class or area. “40% of cost for private sector... credit linked back ended subsidy” is a pattern of assistance sentence, not a separate concept from the rate itself.

Credit linked

The subsidy is tied to a bank or NBFC term loan for the project. Most credit-linked routes in this corpus pay nothing to a project with no loan, subject to the real exceptions covered on “Credit linked”.

Back ended

Released after project completion and inspection, not during construction. It reimburses a project that was already funded; it does not fund the build itself. See “Back ended” for what this atlas will and will not say about timing.

The same item continues with a lock-in on when that money may be applied to the loan, cited separately on this atlas's "why claims are rejected" page. The guideline adds one condition on the whole mechanism, worth reading before relying on any timeline: "Subsidy release is subject to availability of funds and NHB is not liable for any delay in release of subsidy."

No-lien account

A bank account the lender holds no charge against, used here as a plain description of how a TRA, Escrow, SRF or Subsidy Reserve Fund account functions: the subsidy sits in it and is adjusted against the loan, rather than paid out as unrestricted cash. This exact phrase is this atlas’s own description of that mechanism, not a term either guideline prints itself.

Joint inspection

The physical check, after completion, that confirms what was actually built against what was proposed, before any subsidy moves. MIDH calls the resulting document a “Joint inspection report”; NHB names the body a Joint Inspection Team.

DSCR

Debt Service Coverage Ratio: a bank’s own measure of whether a project’s cash flow covers its loan repayments, used in project appraisal generally. Neither MIDH nor NHB Scheme No. 1 defines or requires a specific DSCR figure in the text this atlas has read; it is your bank’s own lending standard, not a subsidy-scheme rule.

Margin money

The share of a project a bank requires the borrower to fund personally, before the bank lends the rest, a general banking term rather than one either guideline defines. It is closely related to, but not automatically the same figure as, AIF’s mandatory 10% promoter’s contribution, covered on “What it does to your EMI”.

Scheduled area

An area notified by the Planning Commission and State Governments, which draws MIDH’s enhanced rate regardless of whether the state it sits in is otherwise classified general.

Vibrant village

A notified border village, drawing MIDH’s enhanced rate even inside a state classified general for every other purpose.

TSP area

An area notified by the Ministry of Tribal Affairs under the Tribal Sub-Plan, also drawing MIDH’s enhanced rate.

HMNEH

The Horticulture Mission for North East and Himalayan States, the sub-scheme both MIDH and NHB point to, by name only, when they define “NE & Himalayan States” for their own enhanced-rate list.
