Spend first. The subsidy reimburses; it does not fund the build.

The sanctioning authority and the bank inspect the completed unit before any release.
- 04Release and lock-inAfter inspection
A back-ended subsidy is released to the bank and held in a no-lien account, then adjusted against the loan. It is not working capital and it is not a discount on your bill.
