This is the one row in this ledger's state set backed by a confirmed absence, read end to end by this task rather than carried over from the dossier's pass. The document is "Annexure-I" of the Development Department, Govt of NCT of Delhi (Office of Secretary-cum-Commissioner (Dev.), 5/9, Under Hill Road, Delhi-110054), a scheme-by-scheme write-up covering the department's Agriculture, Animal Husbandry and Fisheries units. Its Agriculture Unit section enumerates, by name, EVERY scheme the unit runs ("Name of Schemes/Programmes/Projects:-", nine of them, each with its own budget head, financial table and objective clause): Soil Testing Lab, Farmers Training and Education, Support to State Extension, Integrated Agriculture Development (incl. Extension Education Programme), Soil Testing & Soil Reclamation (of saline/alkali soil, SCSP), Seed Certification & Testing, Farm Advisory (Integrated Agri. Dev., SCSP), Rationalisation of Minor Irrigation, and PM Kisan Samman Nidhi. A case-insensitive full-text search of all 35 pages for "mushroom" and "spawn" returns zero matches in both. Delhi has no separate Directorate of Horticulture for farm-subsidy purposes, agriculture and allied schemes run entirely out of this one Development Department unit, and this document is its own complete enumeration of what that unit funds. No document title is printed on a cover page (the PDF opens directly on "Annexure-I" as its running head; the "write_up_2025-26" label is this project's own filename-derived gloss, not a printed title), and no issuance day/month is printed anywhere, only per-scheme Financial Details tables columned "BE (2024-25) / RE (2024-25) / Exp. (2024-25) / BE (2025-26)", a budget-year column header, not a document date.
Trap for the next reader (per the dossier): old Economic Survey of Delhi chapters and a "List of Activities under Horticulture Unit" page mention mushroom cultivation as something departmental nurseries have historically demonstrated. That is descriptive/historical language, not a current budgeted subsidy line, and this document, the department's own current, complete scheme enumeration, contradicts reading it as a live scheme today.
