Mushroom subsidy in Gujarat

Gujarat, VERIFIED 2026-09-13, fifth pass, via a mode not tried before: instead of chasing the iKhedut portal's AES-encrypted client app (confirmed, again, to expose no readable API, see the two "Re-checked" notes below for the full history of that dead end) or the Directorate of Horticulture's own programme-budget PDFs (four years read end to end, zero mushroom mentions, also below), this pass walked the Wayback Machine's CDX index for the Directorate's OLD static-HTML site (doh.gujarat.gov.in, pre-iKhedut, a completely different codebase from the ASP.NET/AES portal) looking for anything under "Programs & Schemes" that might list mushroom by name rather than by document. Its own `programs-schemes.htm` page (Wayback 2016-01-26) has a section literally headed "Mushroom and Beekeeping", linking to `masaruma-beekeeping.htm` ("Masaruma", the department's own transliteration of "Mushroom", left uncorrected here), a page neither this project's Gujarat dossier nor any of its four prior state-record passes had located, because none searched by scheme-category link text; all four went straight for scheme-guideline PDFs or the live iKhedut app.

That page, archived by Wayback on 2019-11-17 (timestamp 20191117093008, fetched via `id_` for raw original bytes), is the Directorate of Horticulture's own live HTML, not a re-hosted central document, not a third party's copy, printing a plain "SCHEME FOR MUSHROOM CULTIVATION" table (three components: Production unit, Spawn making unit, Compost making unit) directly below a "BEE KEEPING" table on the same page. The page's own footer prints "Page last updated on: 19/12/2018", a genuine document date, not a capture artefact, so `documentDate` below is that printed date, and the Wayback capture timestamp (11 months later) is recorded only in the clause and this note, per this project's standing rule.

The mushroom table's cost norms, Production unit ₹20 lakh/unit, Spawn making unit ₹15 lakh/unit, Compost making unit ₹20 lakh/unit, each 100% to public sector / 40% to private sector, credit linked back ended, are, unit for unit, IDENTICAL to the pre-2025 NHM/MIDH-era norms this project has now independently verified from two OTHER states' own documents: Uttar Pradesh (a 2015-16-labelled table) and Rajasthan (a 2016-17/2022-23 departmental letterhead circular). Three states, three different document types (a CMS page, a scanned Hindi circular, and this Gujarati-language department page), converging on the same ₹20L/₹15L/₹20L schedule, strong independent corroboration that this is a real, once nationally-uniform NHM cost norm that Gujarat's own page happens to still be showing, not a coincidence or a misread figure.

One meaningful difference from UP and RJ: this page's BEE KEEPING table, immediately above, annotates every one of its rows "As per MIDH guidelines" in the Remarks column, the department clearly had a convention for flagging a row as centrally-sourced when it wanted to. The MUSHROOM CULTIVATION table, immediately below on the SAME page, does NOT carry that annotation on any of its three rows (checked directly against the archived HTML: the "Remarks" column for rows 1-3 holds only the internal scheme code "Hrt-2,3,4,9,13,14", repeated verbatim from the bee-keeping rows above, and nothing else). Because the document itself draws that distinction, labelling bee-keeping as MIDH-sourced and staying silent on mushroom, this project does NOT extend the "As per MIDH guidelines" citation to the mushroom table by inference; see the stacking entry below, recorded 'unconfirmed' rather than 'excluded' for exactly this reason (matching this project's existing rule for Tripura and Madhya Pradesh, whose own different-but-similar norms got the same treatment).

`status` is 'unknown', not 'active': the printed document date (19/12/2018) is nearly eight years old, the page's own URL (doh.gujarat.gov.in, the pre-iKhedut site) no longer resolves live under that domain structure, and no dated successor naming mushroom was found anywhere in four years of the Directorate's own programme documents read for this project (see below). `nextReviewDue` is 90 days from `readOn`, per the archive-recovered rule.

Two lines from the Gujarat mushroom table are NOT carried into the rules below because this project's SubsidyRule schema has no field for them without inventing one: "One time subsidy/ beneficiary area limited to 2 ha" (an area-based ceiling, not a rupee cap, capRupees is money-only) and "Project based" (a qualifier on eligibility mode, not a rate). Both are recorded verbatim in each rule's own `note` instead of being dropped silently.

PRIOR DEAD ENDS, re-confirmed once more on this pass so the next reader does not re-walk them: (1) every iKhedut path (PDFFile/scheme_list.pdf, PDFFile/Horticulture.pdf, Scheme/Detail, Yojana/Horticulture, site root) still 200s into the same 191-byte JS-redirect stub behind AES-encrypted calls (`/Admin/js/Secure/aes.js`, `/Admin/js/Secure/hash.js`), needs a real browser session, not a static fetcher; (2) the Directorate's Annual Development Programme 2018-19, Annual Action Plan 2017-18, Annual Development Programme 2016-17 and Annual Report 2018-19 (all Wayback-recovered, all read end to end) name zero mushroom mentions across all four years, consistent with mushroom being funded through this "Programs & Schemes" page's own component list rather than through the annual programme-and-budget narrative; (3) the department's "sahay-yojana-book-2017"/"sahay-yojana-book-2018" (byte-identical to each other, confirmed same Wayback digest despite different filenames) and "khedut_margdarshika_nw.pdf" handbooks are captured but genuinely unrecoverable: this pass additionally tried an HTTP Range request past the first 1,048,576 bytes of the archived resource (`Range: bytes=1048576-2097152`), which returned a bare 404 from the Wayback CDX/Petabox backend, proving the underlying stored capture itself ends at exactly 1 MiB, not that playback is truncating a longer stored object, and cross-checked Common Crawl's own independent index (CC-MAIN-2019-47, the same crawl window), whose own record for this exact URL carries the field `"truncated": "length"`, Common Crawl's own explicit confirmation that its crawler cut the resource off at a configured size limit. Two independent archives, same conclusion: no copy of either handbook longer than 1 MiB exists anywhere that can be queried. This avenue is closed, not merely unresolved, the mushroom table recovered above answers the same question these two corrupt handbooks would have, making the point moot for this record regardless.
