Mushroom subsidy in Jammu & Kashmir

Jammu & Kashmir, verified 2026-09-13 against a document RECOVERED FROM THE WAYBACK MACHINE, because the live copy is gone: hortijmu.jk.gov.in currently presents its "Schemes of the Department" booklet as an Adobe Flash flipbook (a format most modern browsers cannot render at all), with no readable HTML fallback found on the live site across three prior passes.

This pass queried the Wayback CDX index against hortijmu.jk.gov.in directly and found the flipbook's own underlying PDF, linked from the site's live "Schemes" nav item as `pdf/Schemes%20of%20horticulture%20Department2.pdf`. The first capture tried (2023-02-04) was truncated at exactly 1,048,576 bytes by the Wayback crawler's own size cap (confirmed via the `x-archive-orig-x-crawler-content-length` response header, which reports the true original size as 12,354,962 bytes); the 2024-06-22 capture is complete (12,354,962 bytes matches exactly), fetched via the `id_` suffix for raw original bytes and archived below. This is the COMPLETE 27-page booklet, not the truncated one, verified by byte count before reading it.

The booklet is genuine and current-for-its-printing: it opens with a signed foreword from Lieutenant Governor Manoj Sinha ("I am happy to learn that the Directorate of Horticulture, Jammu is coming out with a booklet highlighting all the schemes being successfully implemented by the Department"), a second foreword from Principal Secretary Navin K. Choudhary IAS, and a third from Director Horticulture Jammu Ram Savak, KAS. Its PDF metadata records creation 3 Oct 2020 (CorelDRAW X7), consistent with the Manoj Sinha LG era, but the printed pages themselves carry no visible date, documentUndated is recorded accordingly, per this project's rule that only a date actually printed on the document counts.

The booklet is comprehensive: it is explicitly framed by its own forewords as covering ALL of the department's schemes, and delivers on that, full rate tables for MIDH (ten numbered sub-sections A.1 Production of Planting Material through A.10 Integrated Post Harvest Management, covering nurseries, area expansion, water sources, protected cultivation (net house/shade net/tubular structures), organic farming/vermicompost, beekeeping, mechanization, HRD, and pack houses), the UT's own CAPEX Budget scheme, RKVY, PMDP, PMKSY (Per Drop More Crop, both micro-irrigation and other interventions), ATMA/SMAE, NFSM-TBOs, and SMAM (mechanization). Read end to end across all 27 pages (rendered to text with LibreOffice + pdftotext, tables verified against the layout-preserving extraction): zero mushroom, spawn or compost-for-mushroom line items anywhere.

A companion document, the department's own shorter "INCENTIVES AVAILABLE UNDER MISSION FOR INTEGRATED DEVELOPMENT OF HORTICULTURE (MIDH) FOR NHM AND HMNEH SUB-SCHEMES" table (also Wayback-recovered, hortijmu.jk.gov.in/pdf/horti31aug2016_1.pdf, captured 2017), a 6-page excerpt covering only Plantation Infrastructure Development (Section B) through the start of Integrated Post Harvest Management (Section C), also carries no mushroom line, though this second document is a partial excerpt (missing whatever Section A covered) so its silence carries less weight than the complete 27-page booklet above.

A Wayback CDX search across the full historical URL index of FOUR J&K government horticulture and agriculture domains (hortijmu.jk.gov.in, hortikashmir.gov.in, diragrikmr.jk.gov.in, jkapd.nic.in) for any URL containing "mushroom" returned zero results, no document with "mushroom" in its filename or path has ever been captured on any of these domains.

PRIOR PASSES (11-13 Sep 2026, before this Wayback recovery) established that mushroom cultivation in J&K is administered not by Horticulture but by the Directorate of Agriculture, Kashmir, which has run a dedicated mushroom programme with its own field cadre (Field Supervisor / Field Assistant-Mushroom posts) since 1984. Its live site (diragrikmr.jk.gov.in) was reached directly and its "Beneficiaries under CSS" page (the department's own current, itemised Centrally Sponsored Scheme list, the same kind of evidence this project accepts for a noMushroomComponent finding elsewhere, e.g. Ladakh, Sikkim) links MIDH only externally to midh.gov.in, with every locally-hosted document on that page being either a 2017-18 RKVY beneficiary list or an unrelated guideline (SMAM, Saffron Mission, NMAET), no mushroom scheme. hortikashmir.gov.in (Horticulture, Kashmir division) times out on live fetch but its own Wayback-captured document index (checked this pass) lists only crop-specific scheme PDFs (High Density Plantation, Nursery Scheme, PM Processing Scheme Guidelines), no mushroom-named document, and no comprehensive "schemes of the department" booklet like Jammu's was found for Kashmir division across two research passes. "SchemeBrochureII.pdf" on hortikashmir.gov.in, initially promising by name, turned out on reading (Wayback-recovered, this pass) to be the Ministry of Food Processing Industries' national PMFME brochure (a different central scheme already tracked separately in this ledger as PMFME) republished by the department, not a J&K-authored document, a near-perfect decoy by filename, in the same family as this state's other "Compendium" and "Streamlining" decoys found by prior passes.

Given: (1) a complete, signed, comprehensive current-for-its-printing Jammu Horticulture scheme booklet with zero mushroom across every scheme it runs; (2) Agriculture Kashmir's own current CSS beneficiary list, directly read, with zero mushroom; (3) a domain-wide historical URL search across all four candidate J&K government domains for "mushroom" returning nothing; this is recorded as a verified noMushroomComponent finding, the strongest evidence reached for either half of J&K's split horticulture/agriculture administration, though the Kashmir side's own comprehensive scheme booklet (if one exists, parallel to Jammu's) was not located and remains a gap a future pass could close.

No rules recorded: neither administrative body's own current scheme material prices a mushroom-specific unit. Central MIDH's own mushroom rules already apply to a J&K farmer regardless of this record.
