Verified directly against content/sources/state-mp-2026.pdf, fetched 13 Sep 2026 from http://www.mphorticulture.gov.in/sites/default/files/MIDH_Details_0.pdf (fetched over https on a retry, the dossier's own note that this host genuinely times out on a bare `curl` some of the time, but not always, held true again here: two of three consecutive attempts over plain http timed out at the TCP level, https succeeded on every attempt). 8-page PDF. `pdftotext` DOES return a text layer, but it is silently wrong: the font maps "म" (ma) to what pdftotext extracts as "भ" (bha) throughout, every occurrence of "मशरूम" (mushroom) extracts as "भशरूभ", a real word-for-word substitution, not noise. This is the same class of trap as Chhattisgarh's font issue and Maharashtra's legacy-font corruption, just a different specific mis-mapping, a plain-text keyword search for "मशरूम" over this PDF's extracted text would find zero hits even though the content is genuinely there and genuinely legible. The document is a compiled MIDH component reference: each of its 8 pages repeats the SAME boilerplate objective/eligibility/process rows (rows 1, 5-11 or similar) around ONE distinct "घटक का नाम" (component name) row, nursery infrastructure (p.1), cashew planting for Betul district specifically (p.2), MUSHROOM (p.3, state-wide across the same 40 named districts as p.1), and post-harvest/cold-storage infrastructure (p.8, all districts) among others. Confirmed by counting pdftotext's own (mis-mapped) "भशरूभ" string once per page across all 8 pages (the recurring one-line objective boilerplate mentions "मशरूम" among six other crop categories) EXCEPT page 3, which has it twice, the boilerplate mention plus the page's own component-name row. No date is printed anywhere in the document (checked p.1 and p.8 specifically, no cover page, no issuance stamp); the PDF's own file metadata separately shows a creation date of 20 Aug 2019, but per this project's standing rule that is embedded metadata, not a printed date, and is not substituted here.
RATE PROVENANCE, resolved: this document's own मशरूम cost norms (Production unit ₹20 lakh/unit, Spawn/कवक unit ₹15 lakh/unit, Compost unit ₹20 lakh/unit, all at 40% private-sector) do not match this ledger's own central MIDH record (Annexure V: ₹30/₹20/₹30 lakh). The earlier version of this comment noted that they DO match, exactly, the table found on Uttar Pradesh's own site, and read that as "a strong cross-state signal that ₹20/₹15/₹20 was an earlier, since-revised national MIDH mushroom cost norm". That signal was read correctly and has since been confirmed against the source: the Ministry's own earlier MIDH Operational Guidelines, dated February 2014, print exactly these three figures at Annexure-V item "III. Mushrooms", and that guideline is now archived in this corpus. So this is not an MP-specific policy choice, and never was one.
What is still NOT established, and is not asserted anywhere in this record: whether MP's own operative rate today is this document's ₹20/₹15/₹20 or has since moved to the current central ₹30/₹20/₹30. This document references no revision date and no superseding circular, and it is itself undated. It is recorded as this document's own printed figures, with `status: 'unknown'`, and a Madhya Pradesh grower should start from the current central Annexure V rather than from this page.
