Andaman & Nicobar Islands, verified 2026-09-13 against documents RECOVERED FROM THE WAYBACK MACHINE, because the live copies are gone: andaman.gov.in is STILL SERVFAIL against both 8.8.8.8 and 1.1.1.1 (re-confirmed 13 Sep 2026), and and.nic.in now resolves but the TCP connection itself fails on both port 443 and port 80, genuinely unreachable by any live fetch, not a content problem.
This pass queried the Wayback CDX index against and.nic.in (the Administration's older NIC domain, distinct from the newer andaman.gov.in and from the NIC Andaman State Unit's own informational site previously ruled out) and found a complete "Right To Information Act – 2005" proactive-disclosure set published by the DEPARTMENT OF AGRICULTURE itself under `/Citizen Services/Agriculture_rti/`, captured 10 Apr 2009 (timestamp 20090410*), fetched via the `id_` suffix for raw original bytes: - `Programmes_Dept.pdf` (primary evidence, archived below), "Programmes of the Department / OUR LOAN AND SUBSIDY PROGRAMMES": a complete, itemised, first-person description of EVERY loan and subsidy scheme the department runs, soil conservation loans (50% subsidy at year 6), input subsidies (20% on seeds/planting material, 15%/25% on fertilisers, 100% transport), plant-protection chemical subsidy (25% cost + 100% transport), tractor/power tiller subsidy (30% of cost or Rs 30,000, whichever is less), crop insurance (50% premium subsidy), and pond/pumpset subsidies (1/3 cost as subsidy, 2/3 as loan or shramdan). - `CENTRALLY SPONSORED.pdf` (archived below), "CENTRALLY SPONSORED SCHEMES IMPLEMENTED BY THE AGRICULTURE DEPARTMENT DURING 2004-05": a financial statement naming 12 individual horticultural/agricultural scheme line items under Macro Management (25% subsidy) and Macromanagement-Horticultural/High Value Agriculture (50% subsidy), arecanut rejuvenation, fruit cultivation, medicinal/aromatic plants, flowers under green house, nursery establishment, black pepper, spices area expansion, IPDM on spices, organic spice production, vegetable cultivation, bee-keeping, root/tuber crop development, with rupee figures (Rs in lakhs) for every line, total Rs 399.26 lakh for the year. - `VARIOUS SCHEMES.pdf` (archived below), "APPLICATION FORMS FOR VARIOUS SCHEMES": the department's own itemised list of every subsidy application form it issues (Soil Conservation loan Form-A, Tractor Implements loan-cum-subsidy Form-B, Pumpset loan-cum-subsidy/cash-cum-subsidy Forms C/D, Minor Irrigation Pond loan-cum-subsidy/ shramdan-cum-subsidy Forms E/F, Coconut New Planting subsidy Form-II). All three documents were read end to end and searched (grep) for "mushroom": zero matches across all three. Together they are as complete a documentation of "everything the Department of Agriculture, A&N runs" as this project is likely to find for this territory, a first-person RTI-mandated programme description, a financial statement itemising every scheme's rupee allocation, and an index of every application form, and mushroom is absent from all three.
Separately, a domain-wide Wayback CDX search across andaman.gov.in's entire historical URL index (spanning captures from 2000 to 2025) for any URL containing "mushroom" returned zero results, as did a search for "horticulture", no department-of-horticulture-specific presence was ever captured on that domain (consistent with the prior finding that horticulture and agriculture are combined under one Department of Agriculture in this UT). The state portal's own "Schemes" showcase page (andaman.gov.in/schemes, captured 2016) itemises which sectors it covers, "Schemes Under: Animal Husbandry, Education, Health Services, Social Welfare", confirming Agriculture was never one of the flagship-scheme categories highlighted there either, though this is a curated citizen-facing subset rather than the department's own full list (weaker corroboration than the three RTI documents above, recorded for completeness).
Given the age of the anchor documents (2004-05 scheme year, 2009 capture, now over 15 years old), status is recorded 'unknown' rather than 'active', and the review window is set to 90 days per this project's rule for archive-recovered evidence, not the standard 180.
No rules recorded: the department's own complete, RTI-mandated programme disclosure prices no mushroom-specific unit. Central MIDH's own mushroom rules already apply to an A&N farmer regardless of this record.
Central schemes that apply in Andaman & Nicobar Islands
