The 2004-05 RTI disclosure predates MIDH entirely (MIDH launched 2014-15, superseding the Macro Management/HVA schemes this document itemises) and names no Centrally Sponsored Scheme by its current name, so this file cannot itself assert a stacking verdict against MIDH's mushroom rules.
