Uttar Pradesh, recovered 2026-09-13 via the Wayback Machine CDX index, after two prior passes (11 Sep dossier, 13 Sep task-24a re-check) both stopped at the same wall: the exact mushroom cost-norms table this record needs, "National Horticulture Mission Programme and Assistance, 2015-16", row 2 "Mushroom", sits inside an HTML comment (`<!--...-->`) on the LIVE `uphorticulture.gov.in/en/page/m-i-d-h-` page today and renders to no visitor. The prior agent was right not to cite hidden/commented-out figures as a currently-published document.

This record does NOT do that. It cites a different, earlier state of the same URL: the Wayback Machine holds a capture from 2019-06-09 (`http://uphorticulture.gov.in:80/en/page/ m-i-d-h-`, timestamp 20190609231005) in which this exact table is NOT inside a comment, it is live, rendered HTML, the same as every other genuine content table on that page. Checked directly against the archived bytes: scanning backward and forward from the "Mushroom" table row for the nearest `<!--`/`-->` markers finds none bracketing it. The table renders identically (same headings, same row order) in every capture checked from 2019-06-09 through 2020-10-25 (7 captures spot-checked); by the next available capture, 2022-06-18, the same table is already wrapped in a comment, matching the state found on the live site today. So at some point between late 2020 and mid-2022, the department's own CMS stopped rendering a table it had never actually deleted, and it has sat there, invisible to the public, ever since.

The figures recovered from the pre-comment capture are byte-identical to the ones the prior agent found hidden in the comment (Production unit Rs.20 lac/unit @40%; Spawn making unit Rs.15 lac/unit @40%; Compost making unit Rs.20 lac/unit @40%, all "Private sector", all "credit linked back ended subsidy"), so this is not a different, newer table, it is proof that the SAME table was, for at least part of 2019-2020, genuinely published and visible to any citizen who opened this page, before the department's own site regressed. Per this project's Wayback-evidence standard: this is a `.gov.in` domain (condition 1), the capture timestamp is recorded above and in the evidence clause (condition 2), and this note says plainly that the record is recovered from an archive because the live copy is gone from view (condition 3, in this note). `status` is set to 'unknown' rather than 'active', the table's own heading dates it "2015-16" (a scheme-year label only, no day/month printed anywhere on the page; NHM was centrally folded into MIDH in 2014, so a state page still labelling its own table "National Horticulture Mission... 2015-16" one year later is legacy nomenclature, not evidence of current operation), and the fact that the department's own live site has since let this exact content go dark (whether deliberately or through neglect) is itself a reason not to claim currency. `nextReviewDue` is set at 90 days, per the archive-recovered rule.

No dated successor was found: the DBT portal (`dbt.uphorticulture.in`) has no mushroom/MIDH PDF in its own Wayback history either (CDX walked, zero hits), and the live page's other tab ("Annual Work Plan 2017-19"), already checked in the 13 Sep pass, carries physical/financial planning targets only, no per-unit subsidy rate, so it cannot supersede this table.
