Rate table, PDF p.6, row (iii): Cost Norms "₹20.00 lakh /unit"; Pattern of Assistance "₹8,00,000/- per unit @ 40% of cost for private sector, for meeting the expenditure on infrastructure, credit linked back ended subsidy." 40% of Rs. 20 lakh = Rs. 8,00,000 exactly, this row's own arithmetic is internally consistent (unlike the Compost making unit row below). Specified against DMR (Directorate of Mushroom Research), Solan's own DPR, which is what this table cites for it. The Rs 20 lakh norm itself is NOT evidence of independence either way: it is the same figure central MIDH used for this component before the current Rs 30 lakh norm replaced it, printed in the Ministry's own earlier MIDH Operational Guidelines dated February 2014. HKVY's independence rests on its own Government approval, its DMR Solan sourcing, the components central MIDH has no equivalent for, and the complete absence of any MIDH or NHM reference in 12 pages. The figure proves nothing; those four things do.

As with the production unit above, this Rs 15 lakh figure is the superseded central spawn-unit norm rather than a distinctively Himachal one, and carries no weight either way on whether HKVY is a separate instrument - see the file-level note for what does.

The document's OWN numbers do not reconcile: 40% of a Rs. 20 lakh norm is Rs. 8,00,000, not the Rs. 6,00,000 this same row also prints (Rs. 6,00,000 is what 40% of a Rs. 15 lakh norm would give, exactly the cost norm the immediately-preceding Spawn making unit row carries, suggesting a copy/paste drafting error somewhere in the source, though which figure is the error is not decidable from this page alone). Recorded BOTH printed numbers rather than silently resolving the conflict either way: costNormLakh and the 40% rate exactly as printed, and capRupees set to the explicitly-printed Rs. 6,00,000 so the engine returns that figure, not the larger, internally-implied Rs. 8,00,000. A future reader with access to the referenced "DPR of DMR, Solan" could resolve which number is the typo.

The table's fifth row, "Exposure visit of the farmers to the reputed institutions within the country", is deliberately NOT modelled: its Cost Norms column reads only "Project based", no fixed figure or norm is printed to model against, only "100% of the cost" of an unspecified project.
