The 2011-12 Annual Plan predates MIDH's current (31.12.2024) guideline by well over a decade and never mentions MIDH or any Centrally Sponsored Scheme by name in its mushroom line item, so this file cannot itself assert a stacking verdict against central MIDH's mushroom rules.
