This document's own heading names both MIDH and HMNEH (Horticulture Mission for North East and Himalayan States, a hill-states-specific window within MIDH with its own central:state funding split) and frames every figure as "राज सहायता" (STATE assistance) of 25%-55%, i.e. Uttarakhand's own contribution rate under a jointly-funded central-state scheme, not simply a restatement of a fully-central norm the way Karnataka's and Chhattisgarh's implementation guidelines read. Its mushroom figures (₹20/₹20/₹15 lakh) do not match the current central figures (₹30/₹20/₹30 lakh) because they are the central figures the current ones replaced, printed in the Ministry's own earlier MIDH Operational Guidelines dated February 2014, which settles where the numbers came from and settles nothing about this question, since the same three numbers appear both on records this ledger reads as the central scheme restated (Uttar Pradesh, Rajasthan, Madhya Pradesh, Tripura) and on one that is a genuine state scheme in its own right (Himachal Pradesh).
