This is the same modelling choice used for Himachal Pradesh's flat per-camp training reimbursement (as Himachal Pradesh's own record does). Corroborated by the department's own 2021-22 AAP extract (Wayback timestamp 20230324211748, not archived here, see this file's header comment for why): "Empowering women through Small scale Mushroom Production Units @ Rs.1.00 lakh/unit", 600 Sq.Ft. uniform unit size, 100 units, TOTAL Fin ₹100.00 lakh (= 100 × ₹1.00 lakh, i.e. an outlay/assistance column, not a cost norm). Not modelled: a per-beneficiary unit limit, the AAP's "100 units" is a state-wide district-summed target for the plan year, not a ceiling on how many units one beneficiary may draw, and neither document states one.

This is Tamil Nadu's own implementation of MIDH-NHM by name (section 2.2.2's own heading), and its ₹1 lakh assistance figure happens to equal what central MIDH's own Annexure V low-cost/small-scale mushroom row pays out (50% of a ₹2 lakh, 200 sq ft norm, in MIDH's own record on this site), but Tamil Nadu's own unit is specified at 600 sq ft, not 200 sq ft, so this cannot be assumed to be the identical central row simply passed through under a state label; it may be a state-specific variant sized differently. Neither document states whether a Tamil Nadu beneficiary drawing this assistance may also draw central MIDH's own low-cost-unit row for the same unit. Recorded 'unconfirmed' rather than guessed either way.
