This Karnataka document, a state implementing authority administering MIDH, answers it directly, and TWICE. ***
First, the Cost Norms table itself (p.1), verbatim: "Low Cost/ Small Scale mushroom production unit | Rs.2.00 Lakh/unit for a structure of size of 200 sqft | Assistance @ 50% per unit for meeting expenditure on infrastructure and inputs subject to a maximum of 5 units per beneficiary. Availing bank loan is Exempted." Cross-checked against this unit's own itemised cost breakdown table further in the document, whose line items (fabrication, insect-proof netting, sterilisation, humidifying system, post-harvest tools, etc.) sum to a printed "Total 2,00,000", exactly the Rs. 2.00 lakh/unit cost norm, corroborating the table read correctly.
Second, independently, the "Delegation of Power" procedural section (Kannada, English loanwords retained) states beneficiaries must obtain a bank loan for the programme "ಕ್ಡಿಮೆ ವಚ್ಚದ ಅಣಬೆ ಉತ್ಹೂದನಹ ಘಟಕ್ ಹೂಯತ್ುಡಿಶ", literally "excluding the low-cost mushroom production unit". Two separate passages in one document, one in a formal cost-norms table and one in operating procedure, both exempt the same row from credit linkage. Andhra Pradesh's document said the same for its own low-cost row (see Andhra Pradesh's own record), Karnataka is a second state confirming it. Recorded here, on Karnataka's own record only; the central MIDH record and AP's record are untouched by this task, routing this finding is for whoever owns MIDH's own record and its unconfirmed note.
Who can claim it
This scheme prices a rate for general applicants and public sector units.
The conditions

- Yes. The subsidy rides on a bank loan: a bank sanctions the loan and the subsidy is adjusted against it.
- When does the money arrive? (back ended)
- After you build, and after an inspection. The subsidy is held in a reserve account and released once the project has been inspected and found complete, not paid up front.
- Must it be approved before you start work? (sanction before commencement)
- This document describes a Letter of intent, issued by the District Joint Director, after which the beneficiary is told to wait before starting civil works. Read literally that is a sanction-before-commencement procedure, but this record does not treat it as confirmed: the surrounding text is in Kannada, and this reading is not from a Kannada-fluent pass over the document. Confirm the actual requirement with the Directorate of Horticulture before committing spend. Read why we will not resolve this either way.

This document's own title and every cost norm/pattern-of-assistance percentage (Production Unit ₹30 lakh at 100%/40%; Spawn making unit ₹20 lakh at 100%/40%; Compost making Unit ₹30 lakh at 100%/40%; Low Cost/Small Scale unit ₹2 lakh at 50%, max 5/beneficiary) are identical to MIDH Operational Guidelines 2025, Annexure V item III (see MIDH's own record on this site), this is Karnataka's own implementation guideline FOR the central MIDH scheme (the running file header even reads "DH-NHM0NHMT...", NHM being the National Horticulture Mission umbrella MIDH sits under), administered through this state's Directorate of Horticulture. A Karnataka mushroom applicant draws one subsidy under MIDH, not two. Marked 'excluded' rather than 'stackable', same reasoning this project already applied to Andhra Pradesh.
