The approval letter is the Government of India authorising Arunachal Pradesh to implement HMNEH under MIDH, and binding the spending to the scheme's own norms. Marked 'excluded' so an Arunachal applicant is never shown a state entitlement and a central one as two separate sums for the same growing room. Its subject line reads "...Approval of Annual Action Plan (AAP) 2015-16-regarding." while its own body, outlay table and every enclosed sheet read 2016-17; the subject line is reproduced verbatim as this document's title above, and the year used throughout is 2016-17, the document's own. Term II, verbatim: "Expenditure on approved activities shall be in conformity with the norms laid down in the operational guidelines of the scheme." Total outlay Rs 5,755.2 lakh, GOI Share 90% and State Share 10%. The enclosed sheet "Component wise details for Physical Target and Financial outlay approved for implementation of NHM Programmes during 2016-17" carries, at item "Mushrooms", a single component: "Production unit", "Public Sector", "Rs. 20.00 lakh/ unit" under the column "Maximum permissible cost", "100% of the cost.", Phy Target 2.0, Fin. Outlay 40.00, GOI Share 36.00, State Share 4.00; the "Private Sector" row beneath it prints "Rs. 20.00 lakh/ unit" and "40% of cost for private sector, for meeting the expenditure on infrastructure, as credit linked back ended subsidy." at 0.00. No spawn making unit or compost making unit row appears. The plan's own summary sheet enters this row's physical target as 0 against the same 40.0 outlay, disagreeing with the detail sheet's 2.0. CITED FOR WHICH SCHEME PRICES THIS COMPONENT, NEVER FOR THE Rs 20 LAKH: that is the superseded central norm, not an Arunachal schedule, and the current central guideline prices the same component at Rs 30 lakh. Note also that this plan gives the private rate as 40%, the general-areas rate, where the current central guideline gives North Eastern and Himalayan States 50% on this component; the disagreement is recorded, not resolved.
