Ladakh's own page names MIDH as the Centrally Sponsored Scheme it administers, alongside its own UT-level Special Development Package, but states no combination rule for the two, and carries no mushroom line under either. See the Ladakh/HMNEH finding above, DOWNGRADED 2026-09-13: MIDH's Annexure VI (content/sources/midh-2025.pdf, PDF p.76) does name "Jammu & Kashmir and Ladakh" as drawing the enhanced 50% rate on its "Integrated Mushroom Production Unit" line, but that annexure is headed, verbatim, "National Horticulture Board: Proposed Changes in Components and Cost Norms", so it records a PROPOSAL, not Ladakh's in-force status. It does NOT settle anything for the HMNEH-referential Annexure V wording used for the standard mushroom production/spawn/compost units, and Ladakh's route to 50% on those units remains the vibrant-village provision (Annexure V's own closing Note names Ladakh first among the states/UTs containing notified vibrant border villages), not a state-wide HMNEH or Annexure VI classification.
