Clause ४.१ (PDF p.2), read off the rendered image, verbatim (translated): "For this component, for the public sector, 100% of the cost or a maximum of Rs. 20.00 lakh per unit subsidy shall be payable for infrastructure. For the private sector, credit-linked, 40% of the approved norm or 40% of the project cost, whichever is less, assistance, maximum Rs. 8.00 lakh per unit, subsidy for infrastructure shall be payable. Assistance is admissible only after the project becomes fully operational at full capacity." 40% of Rs. 20 lakh = Rs. 8.00 lakh exactly, this row's own arithmetic is internally consistent. On the gap against the current central norm: this is not a lower rate the state set for itself, it is the central norm the current one replaced. The Ministry of Agriculture's own earlier MIDH Operational Guidelines, dated February 2014 on its title page, prices exactly these three components at exactly these figures at Annexure-V, item "III. Mushrooms", and Government of India Annual Action Plans for states well outside this set (Punjab 2021-22 among them) reproduce them under the heading "Maximum permissible cost". Two things that does NOT mean. This atlas holds the two central guidelines and not the revisions between them, so it cannot say when the norm was raised; and a page written while that was the central norm was correct when it was written, so nothing here says this department erred. Unlike the two rules above, this clause does NOT separately restate a private-sector rupee ceiling (Production and Spawn each restate one, redundantly, at exactly 40% of their own norm), modelled here as 40% of the same Rs. 20 lakh norm already stated for the public sector in the same sentence (giving Rs. 8.00 lakh), by direct analogy with how the other two rows compute, NOT as a second contradictory printed figure the way Himachal Pradesh's compost row carries.
