This record and MIDH are not two schemes, they are one. The approval letter is the Government of India authorising Puducherry to implement the National Horticulture Mission under MIDH, and binding the spending to MIDH's own cost norms. Marked 'excluded' so a Puducherry applicant is never shown a UT entitlement and a central one as two separate sums for the same growing room. The same reasoning already applied to Haryana, whose own budget memos defer to the central norms in the same way.

Term III, verbatim: "Expenditure on approved activities must be in conformity with the cost norms laid down in the operational guidelines of the scheme." Paragraph 6, verbatim: "Continuation of MIDH scheme beyond 31.7.2021 is under consideration and the revised cost norms would be shared after approval. Subsequently, SHM may consider to revise their AAP in line with the revised cost norms and components approved for the scheme." CITED FOR WHICH SCHEME PRICES THIS COMPONENT, NEVER FOR THOSE THREE FIGURES: they are the superseded central norms, not a Puducherry schedule, and the current central guideline prices the same three components at Rs 30 lakh, Rs 20 lakh and Rs 30 lakh.
