The approval letter is the Government of India authorising West Bengal to implement the National Horticulture Mission under MIDH, and binding the spending to MIDH's own norms; the State's own RTI disclosure says the department runs no subsidy programme of its own. Marked 'excluded' so a West Bengal applicant is never shown a state entitlement and a central one as two separate sums for the same growing room.

Term II, verbatim: "Expenditure on approved activities shall be in conformity with the norms laid down in the operational guidelines of the scheme." Total outlay Rs 5,333.28 lakh, GOI share 60% and State share 40%.
